As part of a project core team, APMT are looking for an individual to lead the project Health, Safety, Security and Environmental (HSSE) discipline for the Maasvlakte II expansion (MVII-E) project, starting immediately up until end of 2027. The role is HSSE Manager. Project implementation is a key value driver in APM Terminals (APMT). Our ability to build a container terminal, establish an operational organisation and secure commercial business delivers real NPV to APMT and the broader A.P. Møller – Mærsk (APMM) business. Equally, if we can improve on the original plans for a project, we may be able to secure incremental value for the entire APMM group and broader stakeholders. Projects need everyone (including the supply chain) to bring their best selves to work to deliver success and high-performance. Creating a safe, secure, and healthy environmental and culture on a project is an important factor in achieving this. The MVII-E project will expand an existing, fully automated terminal operation, which is strategically important to APMM and the world economy. Whilst the project focusses primarily on delivering assets, the most complex challenge is in integrating them into the existing operation. The MVII-E project is a highly complex, large-scale capital project with a budget more than $1bn.

To be successful in this role, we need our HSSE Manager to deliver across several areas:

A source of one-truth on HSSE performance. Transparent and purposeful communication is essential. This will include internal (the broader project team) and external (broader APMM and external) reporting and stakeholder communication. Building rapport, project-wide commitment (to HSSE) and psychological trust will be critical to providing accurate information.

A centre of excellence for project HSSE knowledge to support decision making. Knowledge of project HSSE management best practice, covering a variety of project contexts (construction, equipment installation, procurement evaluation, team health & culture) is critical to making good decision.

A driving force for proactive and effective project management & leadership. Whilst it’s important to focus on HSSE management, assurance, audits, and results, to facilitate the management of project performance, projects need to be proactive. This means a strong knowledge and skill in leading with leading and lagging indicators. HSSE is a key function of project success criteria. How this is led and delivered is just as essential as what is delivered. We believe it requires transparency on the results, great knowledge or experience to draw upon, and a mindset focussed on predicting and improving in the future. Accountabilities

HSSE reporting Leading of the MVII-E HSSE function (including team leadership and leading through influence) Assurance on HSSE performance Driving a strong culture of positive HSSE management and compliance (to APMT standards and industry best practice) across all individuals, stakeholders and third-party supplier, consultants, and contractors. Training, coaching, and onboarding for all supplier HSSE organisations to assure they will meet our HSSE requirements and work within our HSSE culture. Contributing to Safety Cases and Risk Evaluations of parts of the project scope.

Responsibilities:

General

  • Embedding Safety in Supply chain (designers, consultants, project management consultant, contractors; equipment, ICT, and service suppliers):
    • Procurement (evaluated and appointed) based on adequate experience, competency, and commitment to HSSE and our standards.
    • Day to day HSSE performance and interface management in to improve project performance, work to our project management plan and meets our standards and requirements for a suitable HSSE culture
    • Communication, relationship management, reporting and continuous improvement is encouraged so we can continue to improve as a project, team, and organisation in greater HSSE performance.
  • Day-to-day management:
    • Management of Site H&S coordination
      • HSSE KPI set-up & reporting
      • Project HSSE onboarding process
      • Permit to work systems and process (including pre-construction and close-out phases)
      • Visitor logistics and access to the terminal and project site (in coordination with existing business HSSE team)
      • Project construction and ISPS permitting process
    • Implementation of (and where necessary, update or creation of)
      • HSSE management plan
      • HSSE stakeholder relationship management for existing business, global functional counterparts and third parties.
      • Project HSSE audit, assurance, and investigation process.
      • Risk workshops and input to broader project risk management
    • Coaching, mentoring, and supporting all project parties and individuals to drive the HSSE culture. E.g., The rollout of toolbox talks or site safety stand-downs.
  • Safety cases and Risk Evaluations
    • Provide input for Safety Case ATT
    • Provide input for Risk Evaluations for the project scope
Critical qualifications/skills/experience

Must have…

  • Relevant professional experience:
    • 10 years minimum leading, managing and monitoring an outsourced supply chain in construction or asset delivery sector
    • Accountability in HSSE workstream on at least two large-scale and complex capital infrastructure projects
    • Working in a culturally and technical diverse team and environment, internally and externally to your organisation
    • Confidently presenting and effectively communicating to internal (project) and external (HQ) stakeholders in excellent written and spoken English and Dutch
    • Coaching and/or mentoring others across a team or broader functional business
  • Relevant (& hands on) technical experience and knowledge of:
    • A relevant HSSE specialist field
    • Managed a permit to work system for project sites
    • Managing through influence and creating team commitment to following a governance structure, including procedures, processes and project controls
    • Proactive performance management through leading (predictive) measures
  • Qualification(s)
    • Higher vocational degree and certification in safety and/or security management; alternatively, a technical education with additional high-quality training in the field of HSSE.

Preferred (but not essential) …

  • Bachelor’s degree (or equivalent) in a relevant HSSE discipline preferred, but not essential.
  • Familiarity with Dutch HSE regulations: “arbeidsomstandighedenbesluit” and VCA regulations.
  • Completion of and been awarded a project management qualification, for example APM PFQ, PRINCE2 Foundation or similar
