The Pecém Industry and Port Complex (CIPP) is one of the most ambitious industrial-port platforms in Latin America. As a joint venture between the Government of the State of Ceará and the Port of Rotterdam, we operate at the intersection of global trade, large-scale industrial investment, and the energy transition with green hydrogen and its derivatives at the heart of our future.
To accelerate our next phase of growth, we are looking for a Commercial Executive: a senior leader who can position Pecém as a preferred hub for global trade flows and industrial investors, while operating with confidence at the interface of multinational business and public-private governance.
As Commercial Executive, you are responsible for shaping and executing the commercial strategy of CIPP. You report directly to the CEO and are a member of the Executive Management Team. You lead the commercial organisation (two Managers, ten FTEs in total) across two segments: Industry and Port Logistics.
Overall commercial leadership
- Define and execute an internationally oriented commercial strategy aligned with Ceará's long-term economic development objectives.
- Position Pecém as a competitive gateway for global trade routes, nearshoring and reshoring strategies, and energy- and industry-related investments.
- Represent CIPP at international forums, investor meetings, trade missions, and high-level negotiations with multinational corporations.
- Own overall revenue generation for CIPP and ZPE companies including lease agreements, port service agreements, pricing management, customer service and customer experience.
Industry segment — strategic investments & business development
- Lead international business development and complex industrial investment projects, leveraging the advantages of Pecém's Export Processing Zone (ZPE).
- Drive the attraction, structuring, and realisation of long-term industrial investments with global players, including green hydrogen and derivatives.
- Coordinate cross-functional, multi-stakeholder processes spanning land allocation, infrastructure, incentives, and permitting.
- Strengthen international partnerships and promote Pecém as an integrated industrial ecosystem.
Port Logistics segment — efficiency & global volume growth
- Oversee the logistics segment, focusing on efficiency, competitiveness, and international cargo volumes, containerised trade (with attention to reefer cargo), breakbulk (steel slabs) and bulk cargo serving regional industry.
- Expand relationships with global shipping lines, logistics operators, and international cargo owners.
- Support initiatives to improve corridor performance, connectivity, and supply-chain integration.
- Ensure the logistics offering meets international standards for reliability, cost-efficiency, and sustainability.
Public-private governance & government relations
- Act as a key interface between CIPP and the Government of the State of Ceará, recognising its role as shareholder, facilitator, and partner.
- Maintain senior-level relationships with state, federal and municipal authorities, regulatory agencies, and development institutions.
- Navigate and align public policy, incentive frameworks, and commercial objectives within a public-private governance model.
Executive leadership & representation
- Contribute actively to executive-level strategy, governance, and performance management.
- Lead, coach and develop senior commercial leaders in a multicultural, internationally exposed environment.
- Ensure transparency, compliance, and robust decision-making in a public-private context.
- Monitor commercial performance, investment pipelines, and strategic risks, reporting to the CEO and relevant governing bodies.
You are an experienced executive who is comfortable operating at the intersection of global business, government, and complex stakeholder environments. You combine commercial sharpness with political sensitivity, and you know how to build trust across cultures and across the public-private divide.
Education & experience
- Master's degree in Business Administration, Economics, Engineering, International Relations, or a related field.
- Extensive executive-level experience in ports, logistics, industrial development, infrastructure, or comparable international environments.
- Proven track record in international business development, strategic investments, and public-private cooperation.
- Demonstrated experience working with or within government-related or shareholder-driven organisations.
Skills & competencies
- Strong international mindset; able to operate effectively across cultures and jurisdictions.
- Deep understanding of public-private governance dynamics and stakeholder complexity.
- Excellent strategic, commercial, and negotiation skills at board and government level.
- Leadership capability to manage diverse teams and long-term, high-impact investment programmes.
- High integrity, political sensitivity, and sound judgement.
Languages
- Portuguese is mandatory, fluent, or able to attain professional working proficiency within a short period.
- English fluency is essential.
- Spanish is considered a strong asset.
- An executive role with genuine strategic weight, direct reporting line to the CEO, a seat on the Executive Management Team, and visibility at the highest levels of government and international business.

Who we are
The Industry and Port Complex of Pecém (CIPP S.A.) is a public-private company. The Government of the State of Ceará holds the majority stake, and the Port of Rotterdam holds a 30% strategic shareholding, with joint participation in strategic decisions, the Executive Board, and management.
Located between Caucaia and São Gonçalo do Amarante about 60 km from FortalezaPecém combines a deep-water port, an adjacent industrial zone, and Ceará's Export Processing Zone (ZPE) in a single integrated complex. Its strategic Atlantic position, close to the Panama Canal and Europe, makes it a natural hub for global trade flows and for the energy transition. Today, CIPP is recognised internationally as a leading platform for green hydrogen and its derivatives.
